Elstree and District Scouts provides life-changing opportunities for young people across our local area. Every week, hundreds of young people take part in activities, adventures and community projects delivered by dedicated volunteers.
This page brings together key information about how the District operates, the impact Scouting has within our community, and the reports that help ensure we remain transparent and accountable as a charity.
Our reports outline the progress we are making in growing Scouting locally, supporting volunteers, delivering exciting programmes for young people and managing the charity responsibly. They provide an overview of our achievements, finances and governance, and help ensure that our members, supporters and the wider community can understand how the District is run.
Annual Reports
Each year Elstree and District Scouts publishes an Annual Report and Accounts, which are presented at the District Annual General Meeting.
The annual report provides an overview of the work carried out by the District during the year, including key activities, events, development across local Scout Groups and the support provided to volunteers and young people.
The accompanying financial statements show how the charity’s funds have been managed and confirm that resources are used to support the delivery of Scouting in our community.
These reports form an important part of our commitment to transparency and good governance.

Safety
The safety of young people and volunteers is central to everything we do in Scouting. Elstree and District Scouts follows the Safety Policy of The Scout Association and works to ensure that all activities are delivered in a safe and responsible way.
Our Safety Report provides an overview of how safety is managed across the District. It includes information about incident reporting, lessons learned from safety events, and the steps taken to continuously improve how we plan and deliver activities.
The report helps the District review safety performance each year and ensures that volunteers, trustees and leaders remain focused on maintaining a strong culture of safety in Scouting.
By reviewing safety information and sharing learning across the District, we aim to ensure that young people can take part in adventurous activities with confidence while risks are properly understood and managed.
Meeting Minutes
The District maintains formal records of meetings held by its governance bodies, including the Trustee Board and other District committees or teams.
Meeting minutes provide a record of discussions, decisions and actions agreed during these meetings and form an important part of the District’s governance and accountability processes.
Minutes are stored securely within the District’s Microsoft 365 environment and access is restricted to authorised volunteers based on their role. This helps ensure that governance information is available to those who require it while protecting sensitive information where appropriate.
Accessing meeting minutes requires an Elstree Scouts Microsoft 365 account, and users must be signed in with the appropriate role permissions in order to view the documents.
